Well, you're telling it the year you were born, whether you've
had your birthday this year, and it says it only works in '03,
so....

Let x be the number of times you eat out. After step 3, you have
100 x + 250. Adding 1752 or 1753 makes this 100 x + 2002 or 2003.
Subtracting the year you were born makes this 100 x + your age.
Therefore, the first digit must be the number of times you want to eat
out, and the next two must be your age.
