SCALA for complete idiots?

I am not a complete idiot, but I feel like one when it comes to
Scala. The "Scala for dummies" article helps, but I am lost
when it comes to the ratios and cents tuning. Is there any info
that will spoon feed me about this?
I want to start by making scala scales which are modified regular
Major scales where the 3rd and 7th note are 1/4 tones(-50 cents).
For example, for C Scale: C,D,E -50 cents,F,G,A,B -50 cents.
