100 cents is 4096, so the whole range of -8192..8191 is plus or minus
200 cents.
Yes, instruments supporting General MIDI will have this as the default
range, and most other instruments too, otherwise they can be set to this
range, although there is no standard MIDI sequence to do that.

I want to make you aware of a shareware demo, Audio Compositor 4.0, that
does all-digital-realm conversiion of MIDI to WAV using an instrument band
file of your choice (filetypes .sf2, .dls, .krz, .k25, and their own .acp).

AC also allows straightforward specification of alternate tunings. You
simply enter +/- cents for each of the major scale degrees 1, 1#, 2, 2#, 3,
4, etc. I haven't used it enough to review it. A question: Can someone
on the list please review the alternate tunings feature of this program?

So far I am impressed, and definitely will register this software. This
morning I got a result that seems to not have handled the sustain pedal
events properly, but it may be the sound font I was using rather than AC
software.

The demo is fully functional for 30 days, but limited to 22k sample rate.
It does not come with soundfonts (well, a few guitar sounds). It is
available at
http://audiocompositor.home.att.net

Standard disclaimer: I'm not associated with Audio Compositor, just a
happy user. Now if I can only find a great instrument file for Honky Tonk
Piano! Any advice???
