I mean it looks like it has more than 12 frets per octave, which a regular
sitar does not.

I think it is 12tet, tuned 3/2 below guitar pitch. The
microtonality comes from the heavily scalloped frets and
all the room one has has on one side of the fingerboard
to bend strings.
