Michael pointed out a blatant inconsistency in my formula (i.e. the 33/16 interval is clearly out of tune using a piano "voice" on a keyboard but my formula indicated that it should be good.
When I worked out the formula I used only pure sine wave tones and at this point I think that the formula is still "good", but only when pure sine wave tones are involved and it doesn't work for complex tones.
I have a few ideas about feeding the first sixteen harmonics of each note in an interval into my formula and 'weighting' them according to their strength values (e.g. the first overtone is about 75% as strong as the fundamental).

I suggest you try using the product of the numerator and denominator of the fraction reduced to lowest terms for a while and see where that gets you.
