Interesting.

    My take is that you should stack a bunch of loud sine wave about 1/2 a critical band away from each other for maximum dissonance...and blast it at the pirates. 
    It would likely pierce their ears from 100-200 meters (heck, any sound can)....but also annoy the heck out of them even if they are several thousand (5000+) meters away. :-D
