To Salinas, and all others.
Has anybody in this list read the microtonality section of this book?
Before giving the answer, let me tell you that Salinas (Francisco) is one of the greatest theorists of the Renaissance. He is the first who launched a 19 tones scale. That is the reason why I have spoken (written) a lot of him in my book (with Costeley, Huygens, Sauveur, Euler, and many others). There is a photo of him in page 74, at the end of section VIII (Temperaments). This leads us to Micro-tonality, which is present almost everywhere in �Histoire de l�Acoustique Musicale�. Section XII is devoted to Just Intonation Temperaments of more than 12 notes (19, 31 and 43), and section XIV is on Micro-Tonality in general, including 24-ET. Micro-tonality is also treated with the arabic scale of 24 quarter-tones and indian 22 shrutis. Just Intonation 12-ET Tuning has also a great part of this book.

He was the second; Costeley was the first.

Salinas or Costeley is the first? I must check the dates. But, anyway, Salinas is a great theorist of the Renaissance, he has left many writings. Costeley is a great composer, although he made some experiments in the 19 tones scale like Chanson Chromatique.
