What is paratactical tuning?

I just re-read the group's homepage at Yahoo and this mysterious
phrase came up. Any ideas?

The only result of a search on this term sends me right back to the
same page...

I can only imagine it means an assembly of pitches with no
coordinating or subordinating relationships between them.

The last time this question came up I thought someone
said it was some term cooked up by Tenney.
