I would say that each scale
represents a micro representation
of a macro view or organization
of reality
musical although not limited to it.
Each scale promotes not only a certain type of structural organization
but also certain emotional qualities due to its intervals
both act and can be followed or resisted
becoming what we would call expressive elements of the music.
while ideally a composer might envision
a certain overall architecture either in technical or emotional terms
( there are more terms for other composers) and be able to select a scale for it.
It appears there are possibilities
now available for the first time that composers have not thought of
as possibilities that are worth exploring for the time being.
It is not as far removed from say
a composer learning harmonic progression as possibilities
and then later using in unique ways to express what they wish.

in a sense it is a symbiotic relationship the composer creates the scale and the scale determines the composition
or the reverse
