Ellis "semi-meantone"?

I got an idea from somewhere that this curious name referred to the
tuning got from starting with plain 12-pitch meantone and altering one
pitch to bisect the wolf (moving Eb down, generally). But I haven't
seen any authoritative reference.

Anyone know what Ellis really referred to as "semi-meantone"?
