is there any quick and surefire way of retuning a midi file using the
computer only? like a quick program that you feed values through or
something?

I use Scala, which lets you choose from a variety of retuning
methods. It is quick. There's a learning curve ,but most
people these days seem to be finding it easy enough...

I would recommned Scala, which is free and very powerful.
