History of meantone in Japan

Poking around in the Scala archives, I found a circulating temperament
consisting of four pure fifths followed by seven 1/4-comma fifths and
the wolf. This is called "hirashima", and is stated to be the
temperament on an organ at a Japanese women's college. Does anyone know
the story behind this, and if there is much of a history to the use of
the meantone fifth in Japan?

I thought it came from a webpage, but it may not exist anymore.
The information is probably in Hirashima's articles, which are not online.
