Reimann and Partch

I recall a posting here stating that there are some Reimann ideas
precedent to Partch's utonal theory. Can someone point me to a source
on this, or comment?

I think Partch got the idea and/or importance of subharmonic scales from Kathleen Schlesinger.
But open to any and all possibilities
