Googling does not reveal what this is. Apparently Margo knows, and
probably Artusi is Giovanni Artusi. Can anyone inform us?

There's an entry in Grove -- but no mention of a "Scintilla" -- in fact,
here's all that is said related to tuning:

The main conclusion of Artusi's dialogue was that a major
imperfection of modern music stemmed from the fact that musicians had not
yet calculated a way to tune instruments so that they could all play
together and that any melody could be transposed to any key. Denouncing
the syntonic diatonic of Ptolemy supported by Zarlino and Bottrigari as
opening the way to a flood of difficulties, the interlocutors agreed that
only the equal tones and equal semitones of Aristoxenus could satisfy the
needs of modern music.

He seemed to have written mostly on the subject of counterpoint

It's unfortunate, then, that the "interlocutors" didn't recognize
the 'Middle Path' represented by meantone temperament in this
context. Even Zarlino admitted the necessity of meantone temperament
in practice.
