Yet another 19 note scale

In the Scala archives, you can find "smithgw_hahn19.scl". This is a
hahn-metric minimizing detempering of 19-et, with four otonal tetrads
and four utonal tetrads. Taking the inverse scale and marvel tempering
gives a constant structure scale with six otonal tetrads and five
utonal tetrads. Below I give it in both 1/4-kleismic marvel and 72-et.
