Microtonal music without a retunable MIDI keyboard

Is it possible/is there a convenient way to make microtonal music
without a MIDI keyboard? I have seen the MIDI converts in Sibelius and
I do not know how to use the ~B thingys properly.

Can someone help me?

Are you talking about composition or realtime music making? For
composing, Scala works excellently, Csound is an alternative and
Tonescape when it is released will provide another avenue.
