What you have described "smells" very much like the 'maqam'
concept/structure in maqam music.

Not all maqams modulate as far as I know.

13th Century Persian music theory is the source of north Indian tuning.
not Sure about the Maqams , but i read recently that the Radif has prearranged formulas for modulation
with the improvisations being before and after.
Structurally and compositionally i find this idea quite appealing

So, Kraig, is south Indian tuning principled on an earlier theory? If so it
would be different today from north Indian tuning. I don't believe it is.
There are different instruments favored, such as the tabla in the north and the
mrgdangum in the south. But the theory is the same, and it does not modulate,
which might be significant.

Greetings,

The influence of Islamic culture on India is a tricky issue if only
because it may inflame nationalistic pride. I have found it best to
leave this subject alone. (This is not a warning, just a
comment).

All best wishes,

I always thought that the Hindustani culture was greatly influenced by the Sultanate of Delhi and the Moghul Empire, both of which adhered to a diverse Shariah as part of the Islamic Civilization.

All the best.
