Well-behaved 11-limit meantones

We might define this to be an 11-limit meantone val which sorts the
11-limit consonances (tonality diamond) in non-decreasing order, and
only identifies consonances which differ by 81/80; so that 10/9 and
9/8, and 16/9 and 9/5, are squished, but the rest are not and are in
order. It's straightforward to show this means a meantone between 19
and 31.
