Any suggestions for software which analyzes ETs or JIs regarding
consonance, difference from 12-tet or JI, for Windows?

Dear Ken,
I just use a spreadsheet. Excel 97 to be precise. But of course you need to know the required formulae (mostly just how to convert ratios to cents) and how to use a spreadsheet. I then use the charting facilities to visualize large amounts of information so I can really "grok" it. Sometimes these charts are quite beautiful in themselves.

You (and the rest of the list) will probably enjoy the colourful multi-layered alpine landscapes in my 'Harmonic Errors in Open Tunings'
http://uq.net.au/Music/OpenTunings.htm which I have only just got around to putting on the web.

Since the clearing of the Mills ftp-server, there is no place where the
recent version of Scala can be downloaded. The homepage still exists
though:
http://www.tiac.net/users/xen/scala/ but the download link doesn't work
anymore. So until the http-server at Mills is set up, I will distribute
Scala via email. The size of the zipfile is about 700 Kb. So mail me if
you want a copy of the 1.4 version. I am still adding things to 1.5 but
it's coming soon. This will be a Windows9x/NT console program and not a
DOS program. If there is real demand for another DOS version, I will
consider providing it too.
