This looks very much like a reconstructed Schnitger temperament.
norden.scl in the scale archive:

looks like it. does the name "Schlick (H.Vogel)" make sense?

0, -14.467, -5.474, -5.865, -10.948, 2.737, -16.422, -2.737, -12.512,
-8.211, 0.782, -13.685

and who created norden.scl? what's the source?

i'm looking for the original formula, not the results in cents (or
ratios) in .scl.

Again, see above -- the source is Ibo Ortgies.

i'm looking for the commas and ratios used to calculate these results in the .scl files.

"the source is Ibo Ortgies" does not contain any information regarding the commas or ratios.

now i calculated the commas from the accurate cents in .scl that Manuel
provided.

C -1/5P G -1/5P D -1/5P A -1/5P E -1/5P B -1/5P F# 0 C# 0 G# 1/5P Eb
1/5P Bb 0 F -1/5P

does this look familiar to anyone? i need the appropriate (and somewhat
short) name for this temperament. does "Schlick (H. Vogel)" make sense?
