I finally found a reliable resource on _one_ of the T'ang Dynasty tunings!
And as I suspected it is not Pythagorean in the strict sense of the word...

Right, but the 'SAT' column is the same as the Pythagorean column
centered on B instead of D . . .

Actually it depends on which strict sense you mean!
