Tuning systems: Criteria, tools

Hello Tuners,

How do we create our own tuning systems? What are the standards, criteria, tools? Additionally, any online resources? Does JI Calc help? Does it have a WINDOWS version?

This is such a huge question, and perhaps the bulk of the archives of
this list (50,000+ messages) are devoted to it. Surely you're aware,
at this point, of quite a few relevant online resources, and pieces
of software (such as SCALA) which are devoted to this endeavor -- if
not, then I recommend SCALA to you immediately. It's free.

Can you narrow down your question at all? Or shall we just have at it
in a big free-for-all?

There is a Java version of JI Calc available at

http://www.cs.ust.hk/~layers/comp342/software/javajicalc/

that runs under Windows.
