Question on alternate / just tunings for simple-system flutes

A question on tuning selection for the group:

I am looking into getting a D-pitch keyless flute (Irish style) which can be requested with keys for B-flat and F-natural. I want to avoid equal temperment, and I was wondering what kind of tuning system is purest and most practical for a flute like this (with just a few related keys rather than chromaticism).

Theoretically I could just use a just-tuned D major scale for the keyless flute (for easiest intonation), but I'd like to be able to modulate to D minor, C major etc. Please advise what tuning will be best for the major scale (to adjust to the other modes as well) and what intervals to use for the two keyed notes.

Is a meantone system advisable for the keyed model? (D major & minor, C major)

Is a just-tuned scale plausible for a keyless D model?

I also appreciate any pointers to generating a chart of individual note values in Hertz -- for the maker's convenience when voicing the flute.

Don't these types of flutes have tunings that are peculiar to them,
like bagpipes?
