Hi Paul,

I suppose, thinking it over,

1/1 10/9 5/4 3/2

wouldn't really be a very sensible tuning for a Csus2 with
the wolf fourth there between the 10/9 and the 3/2, unless
one wants the wolf fifth sound for some reason.

So C7sus2 at least is most naturally a chord in C major
rather than F major prob.
