Well, maybe for large values of 9/8 or small values of 4/3.

regarding fixed-pitch mideast instruments, I went to the
local store and the synthesizers for the "Arab music"
market are much more capable than I described. There were
many buttons which I got the impression accessed seven or
eight tuning tables but perhaps they were quarter-tone
buttons for each key.
