Refretting guitars to microtonal tunings, and MIDI drivers

I'm new to microtonal music, so please excuse my ignorance.
I have an electric "project guitar" that I'm interested in using for
microtonal music; I'll be purchasing a blank, nonfretted neck
to start with, so I can do anything I want. I have three
questions.

First, what tuning would be best for someone who is interested
in playing around? 22TET? 24TET (easy to refret!)? 19TET? 31TET?
Some sort of JI? 19 fret LucyTuning? Something else?

Second, how do I calculate the fret positions? Is there a
program or spreadsheet or something that I can use? I have
the spreadsheet from the LucyTuning website for Excel and it
looks like it may be what I want, but I haven't played with
it yet. Are there templates for guitars in various tunings?
(I have a Kramer Strat copy, standard 25.5" scale length).

Third, do I need a special MIDI driver to get pitch bend to work?
I'm not hearing the bends like I should.

Rod Poole has done much with the tuning of guitars. Especially for
guitarist that really want to play practical music. He can be reached at
