I don't understand these numbers some use here. I'm used to dealing in
ration, cents and pitches.

Here's the C manual scale in just-temperament cents:

7 7

C 0 C# 84 D 200 D#/Eb 268 E 384 F 468 F# 584 G 700 G#/Ab 768 A 900

Split-digitals: 7

+/-155 400 500 668
+/-855

B 1084 C2 1200

That's OK, I have trouble understanding yours. Is the scale below
21 notes to an octave, for instance?

My just-temperament scale is 19 notes to the octave, not counting the octave.
A true chromatic octave is C-B in this sense.

There were those "+-" notations. Do I simply take them as "+"?

E 400 (408) and B 1100 (1110) are labeled + because they'rs off the regular
keyboard which already has E 384 (386) and B 1084 (1088).
