This "hyper-Pythagorean" or "super-Pythagorean" notation of 22-tET,
where the whole step is 4 and the diatonic semitone is 1, makes
perfect sense to me. And yes, I would definitely transpose up by one
so that the open strings are the naturals and you can tune one to A-
440. In fact this is exactly how I tune my 22-tET guitar (except
that, being a 7-string, it also has a low B).

Of course, this diatonic notation fails to help you once you go
beyond the 3-limit. Should you be more adventurous and choose to
attempt a different notation, the decatonic notation in my paper
comes highly recommended :) The exact same open tuning we have here
can be understood as consisting solely of decatonic "naturals" -- in
two different ways in fact. My piece "Decatonic Swing" demonstrates
one sound that the naturals of the decatonic notation can give you,
although I also modulate a bit so I end up using a total of twelve
notes per octave.
