MIDI Engine Spec

Howdy, all;

This is a cross post from crazy_music. There, Robert Walker
and I hammered out a version of the 'root control' tuning
software so many of us wish we had (Justonic's attempt, Wendy
Carlos and the Kurzweil K2K, etc., etc.). I've written it
up as a spec, and put it in my folder in the files section.

A spec wasn't enough for Walker, though. He's gone and coded
it up for the next version of Fractal Tune Smithy! Try to
control the drool, for now, so as not to jynx the effort.
