The tuning I was thinking of is Theodore E. Simonton's "Integer Ration
Chromatic Temperament," JASA 25(6) 1167 (1953): 1/1 17/16 9/8 19/16
5/4 4/3 17/12 3/2 19/12 5/3 16/9 17/9 2/1.

Simonton's scale has the fourth divided as 15 16 17 18 19 20, the major
third as 16 17 18 19 20 and the minor third as 15 16 17 18.

I was wrong in remembering it as containing only intervals of 2, 3 17
and 19, but a 5-less tuning can be
obtained by replacing the 5/4 with 24/19 and and the 5/3 with 32/19-- thus

1/1 17/16 9/8 19/16 24/19 4/3 17/12 3/2 19/12 32/19 16/9 17/9
2/1

but the 16 17 18 19 pattern is interupted.

I think there is another similar tuning in the literature, but I can't
recall the reference at the moment.
