Actually, there is a computer earlier in the "Star Winds" story, used to navigate from Earth to Mars. But it is an orrery, an analog computer, a geared model of the inner solar system. It would be of no use in generating random numbers in the way a digital computer can.
On second thought, computer generated composition using Partch's 43 tone scale might well fit the author's description. Some of his more complex abstract instrumental works, such as "And on the Seventh Day, Petals Fell in Petaluma", come to mind.
