Scala bugfix

Two bugs were found in Scala 1.5, the commands COMPARE and SHOW INTERVALS
can stop the program with a constraint_error message.
I fixed this and have replaced the file
ftp://ella.mills.edu/ccm/tuning/software/pc/scala/scala15win.zip .
Only the Windows version and not the Linux version is affected by this.
