The simplest answer is Otonal="major" and Utonal="minor".
A more accurate way of thinking about them is that
an Otonality reflects the harmonic series upward
from a fundamental on the bottom, while a Utonality
is the exact reverse - it reflects a subharmonic
series of fundamentals under a common harmonic
(i.e., a note at the top of the series which all
these fundamentals share as a harmonic - what Fokker
called the "guide tone").

The terms Otonal and Utonal and their respective
nouns were coined by Harry Partch. For a full
understanding of them you should consult his book,
_Genesis of a Music_. They occur on a regular
basis in discussions on the Tuning List.
