The big names here are the Dutch physicist/musicians Huygens and Fokker, and
you should surf around the foundation that carries their name:

Also, any musicians who offer authentic performances of Renaissance and
early to middle Baroque music are essentially playing in a subset of 31-tET,
since it's extremely close to 1/4-comma meantone.

Dave Keenan offered this 12-tone scale from the 31-tone chain of fifths:

Db Ab . . F C G D A E B F# . . D# A#

It has six complete 7-limit tetrads. See

scale, and fine-tuning it beyond 31-tET

Dave also collected Fokker's names for 31-tET intervals at

Dave also created an "adaptive tuning" algorithm which played 12-tone MIDI
files (of common-practice music) in 31-tET and determined the proper
spelling of accidentals in order to reap the full benefits of an extended
meantone.

For quite a period I used 31 ET and built some instruments, later I went to a 31 Just
because this was the structure I was using. If you have questions you can either ask here or
off line. You can do quite allot with 31!
