A lot of 12tet altered"jazz"chords that are used in practice are not based on any of the proper 12tet scales. Its common to build on with fifths(as when some musicians play C# and G# over the C lydian scale)as in:

C E Bb D F# B

Note the fourth between F# and B,which would not be if F# is represented by the 11th harmonic. Two semitones being a whole tone is a feature unique to 12tet,but two larger(meantone or just)semitones or 15/8s lead to a 7/4 approximation. So one interpretation of the chord would be:

1/1 5/4 7/4 9/4 45/16 15/4

45/16 is also practically the same pitch as 14/5,which connects it to the 7/4.The upper four notes then form a minor major-7th chord,as it does in 12tet.
