In the book I was quoting, Fokker's _Just Intonation
and the Combination of Harmonic Diatonic Melodic
Groups_, Fokker indeed did not distribute the error.

But read the title of the book! - it's about Just
Intonation, which emphatically does not distribute
errors!

Of course, Fokker's other favored tuning was
31-Eq, which *does* distibute this error. But in
the 1949 book his focus was on creating syllables
and vocal musical examples to help a newcomer
learn 7-limit JI. The only ET he mentions here is
good ol' 12-Eq - and that's only on page 1, and
it's a negative reference (because of 12-Eq's
bad approximation of 7-limit).
