As far as I know -- I just from books, though -- frets traditionally
have been movable, in folk tradition as well as in early European
music.

Ftm, I have also made a microtonal guitar with 6 grooves per 100 cents
in which short pieces of fretwire would fit (each for one string).
However, judging from what you write, the aim of that "inventor"
is not unequal tuning but equal tuning, trying to fix imperfections
of the guitar. I could explain what is the problem, especially with
cheaper guitars, and what can one do to fix it, but this is not the
right place. In my experience, guitars with a well adjusted nut,
bridge, and neck curvature do not need any bent frets -- well, I suggest
using a two-layer string for G rather than a plain-line type.
