The Big Gulp wakalix

A while back Chris wrote a piece in the scale listed in the Scala archive called Big Gulp. I haven't been able to find anything about where that scale came from, but I've just discovered it's a wakalix, which increases my curiosity and desire to document the author. Does anyone know anything about it?

No surprize that I don't. How do tunings get into the archive? Is there a
