Lippold Haken's "Lime" was the first application I knew of
which claimed serious support for microtonality. I've never
gotten around to trying it, but here's a webpage:
http://www.cerlsoundgroup.org/cgi-bin/Lime/Windows.html

It's available for both Windows and Mac.
