Propriety + Stability - Regularity = 1

Suppose I call "regularity" the property I was trying to call Lumma
propriety--1 - (sum of the lengths of intervals)/(size of scale). Then
"regularity" equals propriety for proper scales. For all scales, the
formula in the subject line holds: Propriety + Stability - Regularity = 1.
