My recollection is that Balzano came up with 'coherence' which is the
same as Rothenberg's propriety independently.

I learnt the 'constant structure' concept from Erv Wilson and I don't
recall
if Balzano used it or something equivalent.

BTW, Mandelbaum invented the QEIS property
(Quasi-equal-interval-symmetric)
which is equivalent to MOS when the spans of the two MOS intervals
differ by 1
unit of the temperament.

Isn't that the same as maximally even then?
