Evenness of Fokker blocks

This seems to depend to a large degree on the size of the smallest
comma defining its block boundries. I took a look at what you get from
using 3/2 and the Kirnberger atom as commas, and the result is very
close (within 1/100 of a cent) of 12-equal, despite the fact that the
fifth is an awfully large "comma".
