Here's a paper by a Slovenian electrical engineer, where he calculates
succesively higher values of |Z(t)|. He also notices that these come
near octave divisions, though without remarking that they are, in
fact, octave divisions. This is the first time I've noticed anyone
doing that.

You can extract the scale divisions out of the results he tabulates by
multiplying through by ln(2)/(2 pi). The 162 scale divisions he finds
range from 1 to 1094176093069, and required nine months of cranking on
his Pentium 4. The 1094176093069 division seems OK for the 99 limit,
which I am sure will make people ready to run out and put it to use.
