23-limit vals for atomic

My standard 23-limit version of atomic has a different val for 1848
than standard, which in fact has a lower badness, no surprise. We have

The 1848 val is 154 periods and 3 generators, the 2460 is 205 periods
and 4 generators. Schisminas mapped to [-3, 154] in atomic are
4225/4224 and 6656/6655; these are mapped by 1848 (using either the
val I gave or the standard val) to 0. 2460 maps them to 1; it maps
10648/10647 to 0, which 1848 maps to 1.
