naughty sound card

This is not quite tuning related, but perhaps relevant. Recently
my computer has been experiencing gitches that affect the operation of my
sound card. Sound and video experience short hiccups, like CD
skips. It may be modem related, as the frequency of occurence
seems to change when different modem options are changed. Has anyone
here experienced similar problems?
