tuning software for windows

hello, awhile(6 months) i downloaded a piece of software that worked
with midi pitch bends and had a few tunings with the software and also
alloud for the use of scala files.
The problem is i dont remember the name of the software and cant locate
it now, im pretty sure the author was on this list at the time i
downloaded it(i got the url from this list) can anybody help?
