A circular scale consists in a set of spectra with defined tonal pitch (ie notes) and steady spectral envelope.
So, when you play a melody like CDEFABC, the last C is the same as the first!

This is the basis for polymicrotonality which I believe is a natural development of microtonal systems. Next year, Ivan Wyschnegradsky's theoretical work "Pansonority" will be released out of Geneva, Switzerland, edited by Patrice Criton. In it, Wyshnegradsky spoke of modulating between tuning systems, much as metric modulation.

Amusingly, I seem to recall more people playing in two different tunings at the same time (which has always struck me personally as rather confusing).
But anyway, Ivor Darreg proposed the word "transfer" for an organized change of tuning system within a single composition.
