I am hoping someone can answer this question. If planck constant states
that energy states can exist only in discrete steps does this apply to
Frequency generated by a single physical system. In other words is a
glissando not a glissando but minute little steps whole number multiples
of a vibration detated by Planck Constant.If so, what is the octive
equivalent of this fundamental?!

"Positive". It is also possible to have negative tunings, characterized
by

4 * P5 - M3 + 1 = T * 2

Actually, in some context you might want to refer to such tunings as
"singly positive" and "singly negative", since it is also possible to
have _doubly_ positive and _doubly_ negative tunings:

4 * P5 - M3 - 2 = T * 2
4 * P5 - M3 + 2 = T * 2

My bad! (Don't post when your blood sugar is too low.) Such tunings do
tend to be positive, but degree of positiveness is determined by

12 * P5 - 7 T = X

When X = 1, the system is singly positive.
When X = -1, the system is singly negative.
When X = 2, the system is doubly positive.
When X = -2, the system is doubly negative.
[etc.]

So some of the systems satisfying the quoted equation (snipped) were
singly, and others doubly positive.

For the original question, the shortest term I can think of which the
majority of the list would understand immediately would be "ET in which
the syntonic comma equals one."

It looks like you already got an answer to your question about (4 * P5 -
M3 = T / 2), so I'll answer the other one.

Yip! 88CET = "88 Cent [per step] Equal Temperament". Each pitch in the
system is 88 cents away from its closest neighbor. It can be thought of as
a close approximation to all of the following:
2 steps per 10:9 10 steps per 5:3
3 steps per 7:6 11 steps per 7:4
4 steps per 11:9 15 steps per 15:7
5 steps per 9:7 16 steps per 9:4
7 steps per 10:7 18 steps per 5:2
8 steps per 3:2

Also, it has these "OK" approximations:
6 steps per 15:11
12 steps per 11:6
17 steps per 12:5

To the best of my knowledge I first discovered 88CET, although I haven't
done any extensive research to verify that. Several list members other
than me (such as Bill Sethares, Paul Fly, and Warren Burt) have written
some impressive music in it.
