The intervals in this list of modes are expressed in number of degrees

1 1 2 1 2 Thai mode 1
1 2 1 2 1 ,, ,, 2
2 1 1 2 1 ,, ,, 6

So in this case of the Thai equal tempered heptatonic scale a 1 means
one tone of 171 cents, a 2 means two of those: 343 cents, etc.
These are the intervals between consecutive tones.
To find out which degrees are used, add the numbers from left to right:

1 1 2 1 2
0 1 2 4 5 7

These Thai modes I found I think in the New Grove music dictionary under
"mode".

Another example:
1 1 3 2 1 1 3 Chromatic Dorian
C Db D F G Ab A C

For 12-tone scales each number is a semitone, for 19-tone scales a third
tone, etc. But for unequal scales like the 17-tone Arabic Pythagorean scale
it's just the number of tones of the "parent scale" if you like between
two consecutive tones of the mode.
