Democracy demands an educated and broadly informed (as opposed to
propogandized) public.

So you're in a sense asking "should the enslaved
enslave the slave-drivers?"

Totally agreed that democracy is requires a base of education.
it is for this reason they have done what they can to undermine it.

when the slaves lives become unbearable, such action is initiated , only to be coopted in most cases by those in the middle who are clever enough to reinstitue some , but not all of the previous chains and convince those below that their goals have been reached
